Blanchard publishes a general building-permit requirement for repairs and alterations. The property, work and any actual historic designation determine the additional questions.
Roof Permits and the Roof Decision
The city’s published Code §4-201(1) requires a separate building permit for repair, alteration and other construction for each building or structure. That is the relevant starting rule for roof work inside the municipality.
The published repair provision does not list a dedicated roofing-covering exemption. The Building Inspector or City Clerk determines the current classification, fee and inspection arrangements for a particular repair. These provisions were checked October 27, 2026.

Ordinary building approval
The general repair rule is separate from zoning clearance or occupancy requirements. A detached structure can raise a separate building-permit scope question.
Designated historic property
Section 4-207 requires a certificate of appropriateness before a building permit for exterior reconstruction, alteration or color/material changes on designated landmarks, sites or in a historic district. An older address alone does not establish that status.
